البيان الختامي "الأجندة التنموية العربية لما بعد 2015" يعتمد الكلمة الرئيسية لأبوغزاله

 أعربت القيادات الإدارية في الوزارات والهيئات الحكومية وفي قطاع الأعمال العام والخاص ومنظمات المجتمع المدني في الدول العربية وممثلي المنظمات الدولية في البيان الختامي الصادر عن المؤتمر السنوي العام الخامس عشر – الأجندة التنموية لما بعد 2015 في الدول العربية عن الشكر والامتنان للحضور والمشاركة لكل من معالي الدكتور أشرف العربي وزير التخطيط والمتابعة والإصلاح الإداري المصري وسعادة الدكتور السفير أحمد بن حلي نائب الأمين العام لجامعة الدول العربية.

كما تم توجيه الشكر إلى سعادة الدكتور طلال أبوغزاله لإسهاماته في المؤتمر، حيث تم تضمن البيان الختامي ما جاء في كلمته الرئيسية في المؤتمر.

وقد أيد المؤتمر الذي عقد في القاهرة برعاية أمين عام جامعة الدولي العربية معالي نبيل العربي، أهداف الاجندة التنموية المستدامة بصفتها التزاما حكوميا ودوليا تمثل في توقيع واعتماد قادة العالم لهذه الاجندة ابان اجتماعات الجمعية العمومية للأمم المتحدة في نيويورك والتي تضمنت عدة أهداف أبرزها القضاء على كافة اشكال الفقر والجوع وضمان الحياة الصحية السليمة وضمان المساواة في خدمات التعليم، بالإضافة إلى ضمان توفير واستدامة إدارة المياه والصرف الصحي للجميع.

وكان قد تم افتتاح المؤتمر السنوي الخامس عشر افتتحت للمنظمة العربية للتنمية الإدارية التابعة لجامعة الدول العربية بمشاركة 25 دولة من مختلف أنحاء العالم تحت عنوان "الأجندة التنموية لما بعد 2015 في الدول العربية".

واستعرض الدكتور أبوغزاله خلال المؤتمر ملامح خطة عربيّة ومنظومة شاملة للإصلاح تمت إعدادها من قبل مجموعة طلال أبوغزاله بعنوان "رؤية عربيّة في أعقاب الاضطرابات في المنطقة" وبين أنه لا بد وأن تكون الاجندة التنموية لما بعد عام 2015، تتطلع إلى حقبة جديدة من مستقبل التنمية العربيّة على المدى القريب.

 

ودعا المؤتمر في بيانه الختامي إلى حث الجهات المتخصصة في الدول العربية على استدامة خلق ثقافة الشفافية المالية العامة والوصول إلى المعلومات المتعلقة بجباية الضرائب وسبل إنفاق العائدات وتعزيز الوعي العام للمواطن بنما يضمن تواصله مع الحكومة، كما سيتم وفق للبيان دعوة المنظمات الدولية والإقليمية لإطلاق مبادرات تستوعب مفاهيم جديدة ومنها التهيؤ لمواجهة المخاطر.


Closing Statement of the “Arab Development Agenda beyond 2015” Adopts Abu-Ghazaleh's Key Speech



CAIRO – January10, 2016 - The Administrative leadership at government ministries and authorities, public and private business sector, civil society organizations and representatives of international organizations expressed gratitude and appreciation, that was highlighted at the final statement issued by the 15th Annual Conference of the Arab Development Agenda beyond 2015 in the Arab Countries , for the attendance and participation of each of HE Dr. Ashraf El Araby , Minister of Planning and Administrative Reform in Egypt, and HE Ambassador Ahmad Bin Hali, vice Secretary General of the League of Arab States.

Also, gratitude was extended to HE Dr. Talal Abu- Ghazaleh for his contributions in the conference as his key speech was adopted in the closing statement.

The conference, held in Cairo, under the patronage of HE Nabeel Al Arabi, Secretary General of the League of Arab States, confirmed the objectives of the sustainable development agenda, in its capacity as a government and international obligation represented by the signing and approval of the global leaders to this agenda during the meetings of the General Assembly of the United Nations in New York which included several objectives, mainly, eradication of all types of poverty and hunger, guaranteeing a proper healthy life and equality of education services in addition to guaranteeing the provision and sustainability of water management and sanitation for all.

The 15th Annual Conference was inaugurated by the Arab Administrative Development Organization of the League of Arab States, with the participation of 25 countries worldwide, under the title “Arab Development Agenda beyond 2015.".

During the conference, Dr. Abu- Ghazaleh demonstrated the features of an Arab plan and a comprehensive system of reform, prepared by Talal Abu-Ghazaleh Organization (TAG-Org) under the title “Arab Vision after the Turbulence in the Region” and he indicated that the Arab Development Agenda beyond 2015 must look forward to a new era of the future of Arab development on the short run.

The conference called, in its closing statement, to urge specialized entities in the Arab countries to create a sustainable general financial transparency culture, access to information related to collecting taxes, methods of spending revenues and enhance general awareness of the citizen to guarantee interaction with the government. Also, according to the statement, international and regional organizations will be called to launch initiatives accommodating new concepts including preparation to encounter risks.
